FX於2013年8月開始決定製作《亞特蘭大》[7]，並於2014年12月由FX Networks公司訂下了試播集[8]。該集由村井浩執導，並於喬治亞州亞特蘭大開拍[9]。2015年10月，該劇已被訂下10集的製作[2]。統籌唐納·葛洛佛說，「這座城市影響了表演的基調。」[10]

2017年1月，《亞特蘭大》續訂了第二季，但因葛洛佛工作檔期上的繁忙，使FX宣布第二季直到2018年才會回歸[11]。
