爆炸在邦薩摩洛自治區的公投一周之后发生。该区域向来是恐怖组织伊斯兰国的附属组织——阿布沙耶夫的一个据点。[7]爆炸发生地霍洛位于邦薩摩洛自治區的苏禄省，而该省是在此次公投中唯一一个投了反对票的地区（54.3%对45.7%）。[8]

邦薩摩洛自治區政府计划在成立之后取缔当地的私人武装。[9]菲律宾国家警察认为，该爆炸案為阿布沙耶夫成员计划、主导，以此来报复他们在与菲律宾武装部队冲突中失去的亲人。[10]
