合理推诿

合理推诿(,也译为似是而非的否认)是中央情报局(CIA)在20世纪60年代初创造的词汇,用来描述高级官员隐瞒信息的情况,以便中央情报局非法或不受欢迎的活动,被公众所知的情况下,保护他们免受影响。

这个词汇的根源可以追溯到1948年6月18日的哈里·杜鲁门国家安全委员会第10/2号文件,该文件将“秘密行动”定义为“……本政府针对敌对的外国国家或团体进行或赞助的所有活动(除非另有说明),或支持友好的外国国家或团体但计划和执行的任何活动,美国政府对此不承担任何责任 对未经授权的人员来说很明显,如果发现,美国政府可以合理地放弃对他们的任何责任。”[註 1][1]艾森豪威尔执政期间,NSC 10/2被纳入更具体的NSC 5412/2“秘密行动”。[2]NSC 5412于1977年解密,并位于国家档案馆。[3]
