蕾吉娜·史派克特1980年2月18日出生在蘇聯（現俄羅斯）莫斯科的猶太人家庭[3][4]。蕾吉娜·史派克特是一名出生於音樂世家的女歌手、作曲人和鋼琴家。

居住在蘇聯莫斯科的時候，由於猶太人面臨種族歧視和政治歧視，所以她的猶太父母決定要移民[5][6][7]；在1989年（蕾吉娜·史派克特9歲時）她和家人離開莫斯科，一家人移民到美國並在紐約州布朗克斯定居[8][9]。她的父親是一名攝影師，也是一名業餘的小提琴手，她的母親原是一名俄羅斯音樂學院的音樂教授，現在任教於美國紐約的一所公立小學。

蕾吉娜·史派克特6歲習琴，創作受到多種風格的影響。近年來，她活躍於紐約的反傳統民謠（Anti-Folk）圈子內，這是一種源於80年代美國的音樂流派。
