集會可以指

  • 集會自由中的集會，群眾聚集在一起，向政府、社會大眾推動、遊說及宣揚其理念及訴求，亦可通過遊行示威後舉行的公民運動進行。

  • 在遊行示威以外的公民抗議行動。
