麥敬時 (香港大律師)
麥敬時（英語：，1958年6月20日－），香港執業大律師和香港政府前政務官，1996年至1999年出任香港個人資料私隱專員公署首任副個人資料私隱專員。

生平
麥敬時是英國人，1958年6月20日出生，[1]早年入讀牛津大學王后學院，主修哲學、政治學及經濟學，1980年獲文學士（B.A.）榮譽學位畢業，並獲黑斯廷斯獎學金（Hastings Scholar），其後於1982年獲校方增授文學碩士（M.A.）學位。[2]
1984年11月，麥敬時獲聘加入香港政府任職政務主任，其後於1991年4月晉升為高級政務官，早年曾先後任職於地政總署和布政司署經濟科。[1][3][4]1994年4月，他的職級獲進一步晉升為首長級丙級政務官，並在布政司署政務科擔任首席助理政務司。[5][6]1996年8月，末任香港總督彭定康設立香港個人資料私隱專員公署作為負責保障香港個人資料私隱的獨立法定機構，結果麥敬時脫離政府，獲聘任為首任副個人資料私隱專員，負責協助首任個人資料私隱專員劉嘉敏推廣和落實在1996年12月20日生效的《個人資料（私隱）條例》，是公署歷來唯一一位擔任副專員的外籍人士。[7][8]
麥敬時本身於1996年通過英國法律專業共同試，1997年通過英國法律教育委員會的大律師公會期終試，同年獲取英國及香港的執業大律師資格，因此當他在香港主權移交後的1999年離任副個人資料私隱專員一職後，便選擇私人執業，並加入香港的Temple Chambers擔任初級大律師。[2]在私人執業以外，麥敬時也憑藉其在個人資料私隱專員公署任職的背景，曾獲委任到港府法律改革委員會，分別參與撰寫在2002年7月發表檢討有關規管收債手法的報告書，以及在2004年12月發表檢討有關侵犯私隱的民事責任的報告書。[7][8]
