緬甸長期以來一直受到使用化學武器的指控，然而，核威脅倡議組織表示「沒有證據證明緬甸有化武計畫」。[3]另外一方面，緬甸近年來也開始經濟改革和開放，與西方世界的關係亦沒有之前那麼緊張，發展大規模殺傷性和核武器計劃的誘因也沒有那麼迫切的必要。
